Abstract

In January 2019, the State Council of China issued the “Implementation Plan for National Vocational Education Reform,” which explicitly called for the promotion of “teacher, textbook, and teaching method” reforms. It aimed to develop a large number of nationally planned textbooks through school-enterprise collaboration and advocated the use of new types of textbooks, such as loose-leaf and workbook-style, with the development of digital resources. The “Implementation Plan for National Vocational Education Reform” clearly and comprehensively indicates the direction of the development of vocational education textbooks in China. The use of textbooks is an indispensable part of the educational process. The use of high-quality textbooks that are suitable for the level of the school and students will contribute to the achievement of talent training goals. The development of new types of loose-leaf textbooks is an inevitable requirement for social progress, local development, school advancement, technological change, and teaching reform. Vocational colleges must prioritize the development of textbooks in order to improve their teaching and nurturing capabilities. Only when the textbooks meet the requirements of vocational colleges in educating students can they keep up with the times and meet the demand for high-level skilled talents in society.
