The cultivation of “key competencies” has been a hot issue and new requirement for higher vocational education. The article explores the inadequacy in “key competence” cultivation, such as insufficient attention, disconnect from talent training, lack of evaluation mechanism, and ineffective construction of teaching staff, and proposes reforming top-level design, exploring evaluation mechanisms and other improvement measures to help Higher vocational education realizes the cultivation of “key ability” for talents.
